Since you want to avoid eye clipping play around with the brow and eye options, bringing the eyes outwards and the brows in might help. There you can play around with values for your bone structure, a little goes a long way, you'll want to add or subtract values in small increments or you'll get a freaky looking Shep. So go into player/appearance/morph head/offset bones. In theory everything should work the same way. Now I've only done this with the ME3 editor, but I've imported some values from the ME2 editor.
